International Policy and Collaboration

I have experience in researching, analyzing, advocating and drafting policies that address societal issues, aiming to influence public opinion and decision-making processes at various levels of governance.

Recommendation on the ethics of Neurotechnology

As the Chief Operating Officer at IRCAI, I have overseen the delivery of a critical project focused on developing ethical guidelines for neurotechnology. This project, mandated by UNESCO’s 194 Member States, involves the coordination of a multidisciplinary Adhoc Expert Group (AHEG) to draft a Recommendation on the ethics of neurotechnology. I have facilitated diverse stakeholder feedback from regional and global consultations, ensuring comprehensive analysis and integration into the final recommendation.

Recommendation on the Ethics of Artificial Intelligence

I worked with a team to host 26 governments for the European Sub-Regional Consultation on UNESCO’s “Recommendation on the Ethics of Artificial Intelligence“, the first-ever global standard on AI ethics. Additionally, I delivered an analysis of all global, regional, sub-regional and national consultations inputs into the Recommendation, making sure the final version had transparent inputs by all 193 Member States.

Recommendation on Open Educational Resources

I worked with a team on setting up UNESCO’s “Recommendation on Open Educational Resources“, an International soft law to revolutionize global education ratified by 195 governments, with successful management of six continental-regional meetings, five public consultations, and a global congress with 37 ministers on a 1.2 million USD budget.

OpeningupSlovenia with Open Education

I setup this initiative with the aim to transform Slovenia into a model state for Open Education, supporting the European Commission’s “Opening Up Education” Communication. The goal was to create a test-bed for the EC policy stimulating high-quality, innovative ways of learning and teaching through new technologies and digital content and so transform the country’s economics and ecology of education. “I am delighted that Slovenia has adopted a national strategy to promote open educational resources, …and I hope that this Slovenian initiative is successful and inspires similar schemes in other Member States,” commented European Commissioner Vassiliou.
